Panorama is a leading provider of environmental planning services for a wide range of transmission projects. Panorama is one of just a few firms with an on-call contract to the California Public Utilities Commision to provide the CEQA review for all the Investor Owned Utilities proposed projects in the State. Under our contract to the Public Utilities Commission, which we have held for over 20 years, we have completed reviews for power and transmission line upgrades, new transmission lines, new and upgraded substations, underground gas storage projects, and telecommunications projects. We have provided services throughout all areas of California.
Solar Energy
Panorama has extensive experience in the solar industry, having provided due diligence review and Critical Issues Assessments, technical studies, CEQA and NEPA process management and documentation, endangered species and water resource permitting, and environmental compliance monitoring during construction for over 25 projects in California, Nevada, and Arizona, with particular experience on large-scale solar projects in the desert on lands managed by the Bureau of Land Management.
Geothermal
Panorama has been a leader in providing services to the geothermal industry. Our work includes siting review, feasibility studies, technical studies, permitting, and leading the CEQA and NEPA process for various phases of geothermal planning and development. We have applied CEQA under the California Energy Commission process and NEPA under the requirements of the Bureau of Land Management, the US Department of Defense (on several military bases), the US Forest Service, and the US Bureau of Reclamation. We have provided services on over 30 geothermal projects or planned projects, including in California, Oregon, Idaho, Nevada, and Hawaii, as well as internationally in Kenya, Djibouti, Colombia, and St. Lucia.

Panorama has provided siting support, technical studies, agency coordination, feasibility analyses, NEPA documentation and process management, and construction monitoring for wind energy projects. Our experience has included sites across California, Idaho, Nevada, and in Puerto Rico.
Underground Gas Storage
Panorama has provided CEQA documentation for underground gas storage projects and associated infrastructure for several projects in central and southern California.
