We are seeking a Senior Manager to work in the San Francisco office.

RESPONSIBILITIES

In your leadership role as a Senior Manager you will report directly to the Principals of Panorama. You’ll use your 12+ years of deep technical and managerial experience overseeing complex projects, providing business direction, managing and developing staff and successively cultivating new clients and business. QUALIFICATIONS

Education: A B.S. Degree in Environmental Planning, Environmental Studies, Environmental Engineering, Biology, Hydrology, Geology, Geography, Natural Resources, (or related field) with a minimum of 15 years experience or a M.S. degree and a minimum of 12 years of experience. Project Management Experience: 10+ years managing progressively more complex projects with an environmental consulting firm. Experience should demonstrate deep understanding of all phases of project development, environmental review, and permitting energy and infrastructure projects with a particular emphasis on renewable energy, water, and transmission line development. Mentoring of employees and involvement with hiring is required. Must have a successful experience managing proposal preparation and securing work. Technical Knowledge: A high level of understanding of CEQA and NEPA compliance with a technical background. A thorough understanding of state and federal ESA, CWA, CAA, and the NHPA and how to obtain permits under these regulations. Personality Traits: You possess all of the characteristics of a successful Senior Manager: Positive, resourceful, organized, at ease with client and public interactions, enthusiastic and ambitious with a healthy sense of fun. Must have a valid California driver’s license and satisfactorily pass a pre-employment background and motor vehicle check.

We are seeking a Senior Planner/Project Manager based in California.

RESPONSIBILITIES

The Senior Planner/Project Manager (PM) is responsible for managing all aspects of the preparation of environmental documents and proposal efforts. PMs work directly with clients, chart the project’s process, and are responsible for quality work products, client relationships, agency relationships, budget, and schedule. The PM must also have a strong understanding of all CEQA and NEPA technical topics and provide direction to subconsultants and technical experts. The PM shall relay important information to the client based on study results. They must be able to critically review all team members’ work and creatively solve problems or issues that arise. They must have mastery of the regulatory process. The PM will grow in their role through strong support from Senior Project Managers and Senior Managers. PMs oversee and delegate work, provide mentoring to Environmental Analysts and Environmental Planners, and manage all team members on small and medium-sized projects. They perform similar roles when managing proposals and projects and are starting to develop marketing and other client contacts.

QUALIFICATIONS

  • Bachelor’s degree in Environmental Planning, Environmental Studies, Biology, Hydrology, Geology, Natural Resources, or other related discipline and generally a minimum of 6 years of direct CEQA experience in a progressively more responsible role
  • Deep understanding of CEQA, NEPA, and environmental regulatory processes and technical topics

We are seeking an Environmental Planner I/II (EP) to work in the San Francisco or Sacramento office.

RESPONSIBILITIES

This position will be responsible for leading the preparation of several environmental compliance document sections or tasks, working directly with clients to relay information and solve problems, and mentoring and reviewing the work of Environmental Analysts. The successful candidate will have demonstrated experience with California Environmental Quality Act (CEQA) documentation, including the ability to prepare resource area analyses; develop deliverables both independently and as part of a team; coordinate public/agency involvement efforts and strategies; and complete quality control review of documents. The successful candidate will have the flexibility to work remotely at times. The EP works closely with Project Managers and often serves as a Deputy Project Manager.

QUALIFICATIONS

  • B.S. Degree in Environmental Planning, Environmental Studies, Biology, Hydrology, Geology, Natural Resources, or other related discipline and 2 year of experience or a M.S. degree.
  • GPA over 3.5
Project Management Experience: 2-3 years for Environmental Planner I and 3-5 years for Environmental Planner II of experience managing progressively more complex projects with an environmental consulting firm. Experience should demonstrate deep understanding of all phases of project development, environmental review, and permitting energy and infrastructure projects with a particular emphasis on renewable energy, water, and transmission line development. SUMMARY

The Environmental Compliance Manager is responsible for orchestrating environmental compliance as projects transition from the permitting phase to the implementation phase, during construction, and as the construction phase transitions to operations. The Environmental Compliance Manager works closely with clients during preconstruction and construction phases to assist in obtaining notices to proceed, variances, and ensuring compliance and reporting requirements are met. This role will also manage subcontractor and specialty monitor scheduling, reporting, and quality of work products, and involve coordination with the construction contractors regarding schedules and work plans. This role also interfaces with regulatory agencies in the approval of field staff, preconstruction plans, preconstruction clearance requirements, and during construction when the need for variances arise or in the event of compliance issues. Internally, the Environmental Compliance Manager will have overall budget, invoicing, and administrative responsibilities similar to a project manager or senior project manager, depending on years of experience. The Environmental Compliance Manager is a liaison between the client, field staff, and agency staff and the ability to be a responsive and effective communicator is key to success in this role.

The Environmental Compliance Manager must be able to critically review all team members’ work, think quickly on their feet, exercise good judgement, and creatively solve problems or issues that arise in the field. The Environmental Compliance Manager will grow in their role through strong support from Senior Project Managers, Senior Managers, and Directors. Environmental Compliance Managers oversee and delegate work, provide mentoring to junior staff, and manage subconsultant team members. They perform similar roles when managing proposals and projects and develop marketing and other client contacts.

QUALIFICATIONS

  • B.S. Degree in Environmental Planning, Environmental Studies, Biology, Hydrology, Geology, Natural Resources, or other related discipline
  • A minimum of 10 years of experience or a M.S. degree and a minimum of 8 years of experience
  • Demonstrated prior experience serving as a compliance monitor and compliance manager on large scale infrastructure projects (utility, water, solar, transportation, etc.)
  • Experience working in California and western United States and deep understanding of California environmental regulations, regulatory processes, and implementation of mitigation measures and permit conditions
  • Excellent written and verbal communication skills
    Strong management skills and proven ability to manage multiple resource experts
  • Ability to present information and issues clearly and lead large meetings
  • Strong organizational skills
    Ability to foster strong client and agency relationships to continue Panorama’s excellent reputation in the field

RESPONSIBILITIES

  • Conduct planning analyses for CEQA and NEPA reviews under the direction of a Project Manager, or other staff on forestry and natural resource management projects
  • Manages all aspects of the environmental compliance process, with support of a Project Director and junior staff
  • Provides guidance to project team and communicates schedule/timing and expectations for field work, including safety requirements
  • Prepares/reviews task orders for subconsultants and manages subcontractor schedules and work products
    Prepares compliance tracking tools to stay ahead of upcoming compliance requirements, preconstruction clearances, report submittals, etc.
  • Reviews compliance monitoring reports for clarity and prepares weekly, monthly, quarterly, and annual reports as required by project mitigation measures and
    permit conditions
  • Coordinates with clients, agencies, and contractors directly to relay project findings, resolve issues in the field, coordinate meetings, and review mitigation
    implementation
  • Manages reporting for any non-compliance issues as authorized by the client
  • Prepares variance requests as requested by the client and analyzes proposed changes for environmental impacts
  • Manages projects websites and compliance documentation platforms
  • Supports Panorama’s injury and illness prevention plan and safety program throughout the compliance process

PERFORMANCE CRITERIA

  • In depth understanding of environmental regulatory and compliance procedures
  • Demonstrates client service and dedication and communicates effectively with clients and agency personnel, where appropriate
  • Effectively defines solutions and procedures to implement solutions (including cost and timeframe) with the help of other more senior staff
  • Provides clear guidance and direction to team members including staff and subconsultants
  • Works well with team members and senior staff and delegates to junior staff when appropriate
